Zooey Zephyr is a politician and university administrator from Montana. She was elected in the 2022 election. Zephyr was sworn in as a representative in January 2023. She is the first openly transgender person to be elected in the state legislature in Montana.

Zooey Zephyr was born in Billings, Montana on August 29, 1988. Not much is unveiled about her parents, upbringing, and early life. However, she mentioned that her parents were conservative Christians. Zooey’s parents disowned her when she decided to transition.

Regarding her education, she studied at the University of Washington and earned a dual degree in Business Administration and Creative Writing in 2011. Then, she attended the University of Montana (UM).

Zooey Zephyr was involved in activism in the year 2020. During that time, she defended LGBT+ rights by testifying before the Montana legislature. However, her words were not heard. Zephyr felt that she needed to get into the room as the legislation was making it difficult for transgender people to update their birth certificates.

Zooey eventually decided to run for the state representative in the 2022 mid-term elections in March 2021. She subsequently defeated Dave Severson in the Democratic primary in June 2022. After defeating Severson, she became the first transgender woman to be elected to the Montana legislature.

Since assuming office in January 2023, she has been a vocal opponent of multiple anti-LGBT+ bills. She also admonished Senate Bill 99 to prohibit gender-affirming medical and surgical care for transgender minors. Zooey stated that if anyone is forcing their transgender kids to go through puberty still knowing they are transgender, then it is considered torture. Her statement was opposed by Republican majority leader, Sue Vinton.

Zephyr replied to the Republican leader and said that there would be an invocation next time when you bow your heads in prayer and see the blood on your hands. Soon after passing remarks, she received backlash from House Republicans. A statement was also issued by the Montana Freedom Caucus calling for her censure. Despite that, she stood by her words.

Later, she received support from House Minority leader, Kim Abbott who defended her and described her statement as blatantly disrespectful and the farthest thing imaginable from the commitment to civil discourse. After the controversial statement, Zephyr was not let speak on any bills by the speaker Matt Regier.

On April 24, 2023, Zephyr received massive support from around 100 people who gathered at a rally prompting heavy police presence. That same day, the two Republican members of the chambers voted to uphold Regiers’s ruling. After that, the protesters chanted supporting Zephyr, and let her speak, which resulted in a half-hour delay in proceedings.

After the protesters raised their voices, the riot police were called up to clear the gallery. Even though the Republican lawmakers evacuate the room, most of the Democratic legislators remained in the House chambers. Zooey also remained at her desk on the floor silently holding aft a microphone.

Zephyr was barred from the House floor for a hearing on April 26, after the House voted 68-32 along party lines. She was barred from the House floor until the adjournment of the 2023 session the first week of May. However, she was allowed to vote remotely for the remainder of the session. On April 27, she set up her laptop and placed a sticky note saying Desk 31 behind her bench.

Zephyr also founded a substack newsletter, Erin the Morning, which focused on news and conversation about transgender law and living.
